They are not Irish police officers. They are members of the Police Service of Northern Ireland. Northern Ireland is a part of the United Kingdom; as such they are UK police officers. They are on patrol in front of Belfast City Hall in this photo.
Irish police officers are from the Republic of Ireland (not part of the UK) and belong to the Garda Siochana.
